Yes, YAML is used in Rails and also other frameworks like symfony.
(Doctrine is the default ORM for symfony and Sensio sponsor its ongoing
development).

There is no standard for defining how to describe databases. YAML is
simply a convenient format for use in config files for any
language/framework).
