Since nobody mentioned it, I will.
For a long time now I surrendered to simplicity, but achieving my gols easily.

With TemplatePower it's very easy to work, although the license
sucks(even if cheap).

I let the designer design and produce layout /css and then I just add
tags like {THIS_IN_HEADER} or {FORM_ACTION} or even replace form
button values to make multiple language applications very, very easy
to implement.
